How to populate cascading dropdwownlists when javscript is disabled .
As Client side browser may be having java script disabled. Then updatepanel containing cascading dropdownlists are not working .Then how to resolve this problem if JavaScript is disabled ?.....

Is this mandatory ? Javascript disabled at client side browser why ?
There could be many things that wont work.
Handle it from your server side

ya we are putting server side validations beside that we want solution that can we enable javascript on client side or else any other alternative without much alterations ...Also Client(student) is not aware of javascript and may be he tries to access side from anywhere where javascript may be enable or not ..
You can warn the user with noscript tags.

No. The functionality you want requires client side scripting so you'll need to have it enabled.
