how to get notifications from web service to mobile device like tablet in windows store apps

I want to get notification to my windows tablet(i.e to windows store application that i need to designed) from web service. UI should be like message thread in the smart phone. I need to get notifications for every 10 seconds. Can any one explain how it can be done???
