I am not able to create sharePoint site collection in sharePoint2013

Hi I just created web application in sharePoint 2013. But i am not able to create site collection under Web application2013.
The Error is like "" Access required"" and ""Sorry,this site hasn't been shared with you."".

But i have administrative rights.

Can any one help me regarding this.

Are you using AD account ? or you have created account inside SharePoint 2013 ?

Ok you need to give permission from Central Administrator to the user and give Full Control to the port where you want to give permission. Open your Central admin page :9999 of SharePoint and perform there

Okay so you are not having permission to Central Administrator Page. So u may perform by PowerShell or just ask to your head/lead to give permissions. :)

My account have administrator permissions.I just created one web application Like "KAL". under kal i want to create site collection. But couldn't create.

If you are able to create web application with current logged in user, you must be able to create site collection into that web application. Make sure you have selected the right web application to create site collection. Is there any root site collection created for that web application?
