how to create a dropdownlist with checkboxes custom control

i want to create a custom control which will be a dropdown with multi select option using checkboxes.This should be installable to the standard toolbox in asp.net.
i dont know where to start on this. Should i use asp.net server control project or a class library??
i am very new this so it will be helpful if anyone could provide step by step procedures. i will find and learn code through google i just need some idea where i should start and what all to follow
