Three days after what? Installation? First use?

I wouldn't use a DLL, I'd just add code to the application that uses a setting in the app.config file. The first time the app is run, store the date there. Each time the application is run, check the data and compare it to today's date. If the difference is morew than 3 days, do whatever misguided thing it is that you want to do.
