Dear friends i am a software developer now there is a laboratory and they have a machine by the name of COBAS INTEGRA 800 for diagnostics of patient the software of this machine is not working how i can able to create a new software with C# + SQL SERVER to work correctly for this lab

remeber this machine COBAS INTEGRA 800 is connected with computer by LAN local area netwrok

Machine Name : Cobas integra 800
Activities : Patient Diagnostics

To create new software you'll have to write some code.

No. You can not change the software inside the machine - it is something that only the manufacturer can do...
If the machine malfunctioning, connect the manufacturer for support and fix...
Cobas never published any information about how the attached computer/software communicates with the machine, so not much to there either...
In any case, the attached computer running a *nix system so not much use for C# too...
