Run Debug ASP.NET 1.0

I try to run debug on Visual Studio 2003. I have been set up IIS and set ASP.NET properties to 1.x. But I have the error "Error while trying to run project: Unable to start debugging on the web server". Can anyone give me the advice how to fix this error to run debug on Visual Studio 2003. Thanks in advance
