You can get the size by executing this query

SELECT DATALENGTH(imagecol) FROM table

This would help you to find out the size... And if you want to reduce the size of image then apply compression technique of image. There is no size limit to store in sql. Storing images in sql is far better option then any other.

Are you accessing the wcf service from remote server. Write Inbound rules in Firewall that will allow the accessing of your service.

You need to create a simple windows service with the same code that you use in your page, which will run on some time on every minute any fetch the data that you have saved in DB to send sms to your contact's list.. which will not matter in whatever page u traversing..

You cannot apply the image for entire page, as it affects other sections too.. but you can add only upto same selected sections. U can select middle large section and apply background image.
