Exception handling best practices in web api

Hi,
I'm implementing global Exception handling in web api. And I'm aware of these practices "iexceptionlogger , iexceptionhandler and filters".

Gone through some articles, but didn't find when to use handler, loger and filters.

Can any one provide reference to these..

Thanks in advance.
