How can I enable a DCOM properties settings?

Hi,

I'm using Win7 64 bit, and I had an issue while accessing the DCOM properties in Component Services -> Computers -> My Computer -> DCOM Config -> {00021401-0000-0000-C000-000000000046} -> Properties, I found that all the tabs are disabled. How can I enable them?

I tried it but no good news, I would assume that there are something else needed for Win7 64 bit.
