Since you're supposed to be a developer, you should code yourself the application.
Your first step could be writing clear and detailed requirements (i.e. something better than 'I want a multiple choiche exam plz'), then you should have at least a rough idea on how to start.
If you are still in troubles then probably your knowledge of the C# programming language is still too rusty (yours is a relatively easy task): read good tutorials, books and code samples.
With a better knowledge you'll be able, at least, to start the project and properly ask in this forum for further help.

No one is going to write a program for you.

Build your own application and post any issues that you encounter while doing so. You may, then, be able to get some assistance from members here.
