What are prerequisites to code for bypassing any network

Its my project in college to make a website in which, if you give any site's url then it will take you to that site even if that site is blocked in your network.

This project is named as "INTELLIGENT PROXY SYSTEM".

i want to learn all the basics regarding proxy system, but don't know what are those basics.

What I have tried:

I know the programming language but don't know what to code.
But mainly i have to work in python

First of all, if this is your project in school then you should be getting some guidance from your instructor on how to accomplish this task.

Second thing, this community is here to assist other coders when they have a problem with a particular piece of code. We are not here as consultants to tell you how to design the system.

Third thing is that this particular question is very near breaching the Terms of Service for this site. Circumventing blocks on a network would be considered by many to be hacking and or illegal.

What's the name of the college? I think you're lying. Proxies are easy to find. Writing one is not hard, it simply takes traffic and forwards it on. Naturally, you need an external network to run it on, which is why the homework story rings false.
