Whtat is the Pre-Packedg software?-- please advise me.

In our company we have recieved the software(tool) run on the desktop from develop company . We asked them to add registration user feature to the tool . they told us this tool is Pre-Packedg tool and it does not has database.so they will added new user in configration file. my question is:

Whtat is the Pre-Packedg software?
Does adding user by adding them in config file is secure and good to accept this resolution?

Unfortunaly i never heard of such Pre-Packedg software. My gues is that this tool prepares their other tools/apps to work correctly
