two relative dropdownlist in gridview

Hi all

Let me explain my scenario. I have a GridView which contain 2 columns. both column's footer   contains dropdownlist first one have "state" and another one have "city"

i have bind state dropdown on rowbound but i cant bind secound dropdownlist. secound dropdownlist must bind with respect  to selected state in first.
so i not getting how to bind secound dropdownlist please help me
