is there any way to run mac program in windows with out opening virtual machine?

i don't think so,virtual machine would be only option.VirtualBox would be such an option.

If macos would be opensource than it would be possible to create a kernel that is implemented on top of winapi, a kernel that is a windows program. This way parts of your environment (like filesystem, memory) could be shared between the mac programs and the windows programs easily and execution would be totally native. There is a linux kernel implementation that does this (colinux).

VirtualBox is the only stable way and free way for running other OSes..
Otherwise try VMWare Workstation... But its too a virtualization method..
