Neither or both. VB is a programming language and ASP is a framework. One has nothing to do with the other so your question does not make any sense.

Not sure your question tags're right one. Are talking about VB6 & ASP(Classic ASP)? Then it's not good. OR
if you're talking about VB.NET & ASP.NET, then great for you.

ASP.NET is for web application development. Before ASP.NET, you should learn HTML, CSS, Javascript.
VB.NET(and C#.NET) is code-behind, you could develop windows applications using this.

But fot that designation(Chartered accountant), these skill-sets are no needed(atleast in India). Just MS-Office is enough. Above skill-sets are added advantages.

My suggestion would be for "ASP.NET" because I personally feel that you can find more number of people in ASP.NET which can help you in any of your problem to get solved, In my 2 years of experience I haven't find even a single person who is working on VB.NET

ASP is used in web application development ,Now a days C# is most commonly using than VB.C# is more Secure than vb, In my Opinion ASP.net is better for the future.

Maybe I was not so clear in my answer above but, if you have tow choose between this two option: CA+VB or CA+ASP my suggestion is VB.
