i want to make two drop down list that bind hours and mimute with loop in both dropdownlist

this above functionality is for one span

same functionality i want to make other span on same webpage
how could i do that

Not clear at all. Note that you mix up the goals with the tools ("to bind data in it with loop"); it goes nowhere. You need to explain what do you want to achieve, in terms of behavior, trying not to involve technical means.

Solution 1

In this case write the code on the Page_Load Event to fill the values

but in case of window load is not an event of java script
