how to manage one config file in multiple application

i have multiple application in single project all this project application i want use only single config file (work only common config file in all application).
all application operate with only single config file

You have tagged it ASP.NET. So I will consider you are talking about a web application.

Each website will need to have it's own web.config file. If you have multiple applications inside one website, one web.config file in the root folder is fine. But if you are creating multiple website, each will need to have it's own config file.
