You're better buying a domain and webhosting space and uploading your site to the webhost. Getting your own physical machine on the internet is far more expensive and complicated.

If you want to host it on your machine, then you will need to set up your router so that incoming traffic to port 80 gets routed to your IIS server

Then anyone can access your web pages using your IP address.

If you want to use a domain name then you will need to register it and then probably speak to your ISP about getting that done
