In Visual Studio 2008 (hopefully)

Go to Create New Project, and then select Other Project Types, then Setup & Deployment.

Use the Setup Wizard.

This will ask you if you want to include any extra files.

Select your PDF's.

Now click finish.
If you want to show the pdf links on desktop, select the User's Desktop on the left hand side of the screen, and then in the right hand pane right click and add shortcut.

Now navigate to Application folder, your pdfs are there...

Select the one you want, name the shortcut.

That should be it. (build it and try it out)
