The one which you know better and are more comfortable writting code in, is the best programming language for you.

C# : you're limited to Windows and Framework.Net Only (or mono), and isn't open-source, buy VS.Net/ or Express, etc...

Java : your program is portable between deferent OS/etc (if you don't have something special), is open-source (openjdk), you have a j-Hell ;P of APIs/Stuff in Net, etc...

-- I'm not Java fun-boy nor .Net ^_^

That is subjective. The best programming language is the one which suits well for the problem you are trying to solve.
