These components run on the application stack and have no way to effect on the bandwidth which is controlled by the network stack. I'm not sure why you need to throttle the download speed.
Using Thread.Sleep might mimic throttling but can also lead to a connection disruption based on the timeouts set on the client and the server.

Without seeing the error message, everyone is just guessing.
No, you don't have to install Visual Studio. That's kind of like shipping the auto plant that built the car with the car!
You DO have to have the appropriate .NET Framework version installed on the machine though. Open up "My Project" in the Solution Explorer window and look at the "Target Framework" dropdown on the "Application" tab. That's the version of the .NET Framework that you wrote your code against and the version that must be installed on any machine that you want to run your app on.

I didnt get any error messages.when i double click the application the waiting cursor appears for a while and then hides.The problem is that the application not even running.

Well, since we know nothing about your application or its code, what controls you're using on the startup form, ... NOTHING AT ALL, it's impossible to tell you anything useful.

Try looking in the Event Viewer - Application log, it should give you some information about why your application is failing.

I have used 3 buttons in my form num,caps,scroll to on and off the num,caps,scroll keys from myform
after i compile it works fine.And i copied the exe and executed it in another windows which has no visual studio.the application is not even executing...

What are the differences in your computer and the other one?
Operating Systems?
Installed .NET Frameworks?
What .NET framework did you use to write the program?
Is your computer 64-bit, how about the other computer?
Is the other computer running in a restricted account?
Does the other computers anti-virus pick up your program?

I compiled with windows 7 ultimate 64 bit and i checked on a machine with same os but without visualstudio.The user is a administrator account and i have no anti-virus installed in my computer.
Still my exe is not running.I took the exe from debug folder of my project.
The .Net framework is 4.5,visual studio-2012 ultimate.The code is written in vb.net

.NET 4.5 is not installed on Windows 7 by default. This may be the problem, you just have to install .NET 4.5 on the other machine.
Can you verify that .NET 4.5 is installed? VisualStudio 2012 installs it when it gets installed...

How did you make the setup for your program? What software did you use? Or did you copy the program over to the computer just using the files?

I didn't use any installer i just copied and pasted the files and tried to run it.
I checked in one of my computer which has anti virus in my application only the splash screen is opening
and error message is shown with quit,contiue buttons with error codes.
Do i need to digitally sign my application to protect it from antivirus softwares......

This error occurs while executing form load event.and the following error is shown
unhandled exception has occurred in your application.if you click continue,the application will ignore this error and attempt to continue.if you click quit,the application will close immediately
cannot create an ActiveX component.

It seems you are using an ActiveX component that isn't installed or registered on the target machine. Can you verify that any ActiveX components you are using are available and they are registered?

I apologize if I initially written in Italian, but it's the first time I write a post. I will keep this for future visits.
I migrated my web service from iis6 to iis7 on win2003 to win2008, below the code for the asp.net page that connects to the web service:

Literal1.Text = Valore.Item(0).ToString()
By testing the above code on the new platform Visual studio web developer shows me an error on the line:
Dim converter As New WS_Comuni
WS_Comuni as if it were incomplete.
WS_Comuni is both the name of the file. Asmx published, both the reference name of the service in the web project.
Could you please tell me why, just migrating from iis6 to iis7 stop this problem?

I am not sure if that old VB6-style of mixing a variable declaration and its initialization is still supported. Actually,
Dim converter As New WS_Comuni
means
Dim converter As WS_Comuni
converter = New WS_Comuni
I think
Dim converter As WS_Comuni = New WS_Comuni
should still work.

As New is still supported in VB.NET, but the behaviour has been cleaned up.
In VB6, the variable would be treated as an auto-instantiated variable. This would result in poor performance and unexpected behaviour, as every reference to the variable would be changed to check for Nothing and assign the variable:
Dim x As New Foo
Set x = Nothing
If Not(x Is Nothing) Then
MsgBox "Boom!"
End If
Dim x As Foo
If x Is Nothing Then Set x = New Foo
Set x = Nothing
If x Is Nothing Then Set x = New Foo
If Not (x Is Nothing) Then

End If
In VB.NET, the syntax behaves exactly as you described, and the whole "auto-instantiated variable" mess has been removed.

That's actually VB.NET code. VB6 didn't support initialization during declaration.

I was talking about Dim x As String = "something" , or assigning an initial value to any intrinsic value type.
I know the New keyword is the only way to initialize a variable to a known instance at declaration time.
