Sometimes there are articles/blogs in the queue where the description for the moderator says "This is an old version of a previously published article".

It means the author has updated the article before the old one has been approved, so there's a different version available to approve.
|
|
|

But should that really be there given that a new version of it has already been approved and available to the public?

The old version may be suitable for publication where the new version might not. It's better, then, to approve the one that is fit for purpose, rather than rejecting both.
