The article needs a lot of work, but I'm not sure two paragraphs copied from Wikipedia count as "plagiarism".

If the copied paragraphs are not properly marked as quotations, then it is indeed plagiarism.
One thing to note here is that the article seems to have been published by mistake.
I think that OP didn't really want to publish it.

Thanks Pete. I thought about editing the question instead of calling more attention to it, but that would not have removed the post.

I suppose there is a story behind it, but without any explanation, it's just pointless swearing.

It's not spam - it's borderline abuse, but even then it's nothing bad - he just can't be bothered to type anything. I certainly wouldn't hit the account with spam or abuse votes myself.
