You would be surprised at how many people, when asked to clarify the question, simply repost the same question, word for word.
Many of the down-votes are accompanied by requests to clarify.
I've been a user here for 17+ years, and the quality of the questions hasn't gotten any better over that time.

I am not against downvoting, it actualy helps when explained with the right words.
Its not the case, too many downvote with no message at all (you can check today Q&A).

I keep away from Q&A, but imagine it goes similar as on the forums.
We get help-vampires, requests to perform things that are illegal, and people who are outright lazy, not just beginning programmers. A downvote has almost no consequences - and in general, someone is paying for code - they may react a bit harsher then we.
Would you rather be roasted by me on the forum without consequences, or would you rather be roasted by the users when you release your stuff? Think about it
And we do explain; I can see some lengthy answers in the forums that could be considered small articles. That's what keeps me here, and not on SO - people can go offtopic here (and do) and explore/explain other related stuff, or warn about pitfalls they already encountered.
I'll agree that a downvote should not be a hit-and-run thing. If one downvotes, an explanation is expected

When you tell the user to supply the code they have written so you can look at it, and there reply is: give me the code... they are not even bothering to read the responses.
Or when they say, "This is my first assignment" and refuse to offer up anything they've done... this is not the free homework society.
