No such rule here in fact that's illegal. Employers can encourage you to take leave but you can't lose the legal minimum leave.

It depends on the company in the US, some companies allow you to rollover days and some don't. Just depends on the company.

When I worked in Germany we had six weeks vacation per year and we could accumulate it up to six months. One of my colleagues did just that, he saved up six months vacation and then went hiking in the Himalayas for most of it. He came back with a heck of a tan and a lot of really boring stories of the fantastic views he saw every day.

Here in California, vacation earned cannot be taken away.
However, the employer can set a maximum amount you are allowed to have "on the books" at any point in time.
Once you hit that limit you stop accruing any more.
Once you use some and go below the threshold you do not get the vacation you would have otherwise accrued during that time.
