This would be a whole lot easier if there was a GUI wrapped around it. It's easy to believe that there isn't one, however. Each major build of Windows changes the options available, and there are a lot of them.

Yes, if it were done right. However, have you ever used IIS InetMgr in on Windows 2008 and beyond?
To change things in the interface there are times (to edit the applicationHost.config) that you are seriously 10 popup windows deep.
For that we used the command-line provided tool AppCmd which is quite cryptic but better than 10 popup windows.

Last time I had to work with the command line was to maintain a Linux server.
It was wonderful what it was possible to do in a single line.
Anyway, I prefer not using it, but given the kind of work I do I almost never use it.

What's a command line?
The CTO of my last company also refused to use an IDE. Granted, he used Sublime for text editing, but everything he did was command line. His refusal to use an IDE was one of the reasons I left. The others were his ADHD, his arrogance, his stupidity, and his inability to meet his own deadlines to vague promises of functionality. I'm surprised I didn't come out of that experience hating Python.

Ah, yes, the two camps. All console or all GUI.
Maybe a bit of the Golden Hammer philosophy from both sides.
However, I'm not saying "only console". I'm just saying there are still some things you have to have command line for.
Let's be balanced here, devs.

So, I installed the latest version (16273) of the evaluation copy of the Creator's Update (Fall Edition) of Windows 10 (I get short of breath saying all that  ) two days ago.
This morning my machine seemed to start as usual, but as soon as I entered my pin, the screen went black and stayed black, with only the cursor showing. Restarting made no difference. I had to re-image my system's drive with an image I took yesterday of the same 16273 build. That worked, but the first time it started successfully, a window popped up from Microsoft, saying something like: "Please tell us what happened when your machine restarted unexpectedly." So I wrote MS a brief report and sent it off.
Some friendly advice: Don't mess with pre-release evaluation versions of Windows unless you have the ability to recover your machine quickly from a recent image. But we are all regularly taking images of our system's drives .... right?

I'll happily run any Insider build in a VM (and I've been doing so since the Insider program started), but there's no way I'm going to let any of these on any physical machine I actually use for anything useful.
