So, I installed the latest version (16273) of the evaluation copy of the Creator's Update (Fall Edition) of Windows 10 (I get short of breath saying all that  ) two days ago.
This morning my machine seemed to start as usual, but as soon as I entered my pin, the screen went black and stayed black, with only the cursor showing. Restarting made no difference. I had to re-image my system's drive with an image I took yesterday of the same 16273 build. That worked, but the first time it started successfully, a window popped up from Microsoft, saying something like: "Please tell us what happened when your machine restarted unexpectedly." So I wrote MS a brief report and sent it off.
Some friendly advice: Don't mess with pre-release evaluation versions of Windows unless you have the ability to recover your machine quickly from a recent image. But we are all regularly taking images of our system's drives .... right?

FTFY.
I'll happily run any Insider build in a VM (and I've been doing so since the Insider program started), but there's no way I'm going to let any of these on any physical machine I actually use for anything useful.

You must be using definitions of "pain" and "easier" I'm not familiar with. Restarting from a clean state isn't any different with a VM than a physical machine, and rolling back a checkpoint is about 2 clicks away, and takes seconds for the actual operation to complete. Doing a full system backup consists of copying a single VHD file, or a single folder if you want to be lazy about it.
It took me a long time to figure out exactly what VMs were really good for about a decade ago, but after I've seen the light, I've never gone back. I have about 60 VMs here at home, split among 2 hosts (cheap, off-the-shelf, consumer-grade hardware), running just about every version of Windows and a bunch of Linux distributions to tinker with. It's a lot easier to learn new stuff when you're not afraid that breaking anything will have any consequence.

After my recent experience with installing/updating Server 2016, if the issue might be related to a 'perceived hang' resulting in you giving up too soon...granted, I have absolutely no idea of your patience level. I'm only saying that there were several times where I was ready to force a shutdown/reboot. Instead, I resisted and walked away...some of the 'frozen' processes would show almost no disk activity and no screen updates for very long periods, but eventually, they did finish.
I cursed MS when they went to the indeterminate progress indicators, and I cursed them again for taking even those away, or not using when clearly needed.
Even on blazing fast hardware/SSD, installations/updates can still take a long time.

You may be right. I may have been too impatient. I did notice that when the machine seemed to "hang", that there was furious drive activity. Also: Even with a black screen, I could invoke the Task Manager by [CTRL] - [ALT] - [DELETE]. So technically the machine wasn't hanging. Next time I'll try to be patient and wait longer, before restarting.

Last time a few weeks ago I was assured that such floodings are called puddles in Texas and that Mustangs are waterproof.

Not just tomorrow, but through Monday and into Tue. It's predicted that Harvey will stall pretty much right at the coast, maybe even do a little loop before heading east, along the coast. It may be only a tropical storm at that point, but it'll still be a mess.
My son moved to Ft. Worth a couple weeks ago, but TX is so big, Harvey will probably have little impact in the Ft. Worth / Dallas area.

As you mentioned, it depends on the path the storm eventually takes. I was living in Arlington attending high school when Tropical Storm Frances hit in '98. We got some serious flash floods, 4-6 inches deep pretty much everywhere. The high clay content in the ground around DFW can be problematic.
Even if the storm does turn, he will still probably see some rain. Only advice I've got is "Don't be stupid."
Seen a lot of people assume the innocent looking shallow puddle was safe only to flood their car because the road dips or worse washed out.
