For me "SP" means – bug fixes. “R” in the sense of SQL Server means a new and very specific functionality/in this case OLP and power pivot improvements/, so you need to upgrade to the R2 only if you need from this exotic new functions.

The server products are the usual recipients of R2. This lets the pop out a new version without enterprise customers complaining, "you're shipping new versions too often".
.NET versioning was contaminated by a rogue group for a while (3.0). I'm not sure it's fixed as the official number for the current version is "4", not "4.0". I guess they're hoping they don't have to patch it.
