I don't use preview builds of VS or anything.
I've looked at those preview features, unticked them all, restarted, and I'm at least still getting the GenerateTypeCodeFixProvider error.
To see if you've also got it, in any method, simply enter:
var c = new MyClass
MyProperty = 1
Then stand on "MyClass" and hit ctrl + . (provided MyClass is not an actual class in your project).
This opens your refactoring menu and should immediately cause the GenerateTypeCodeFixProvider to encounter an error.
None of the refactoring options work after that, even after enabling the provider again.
I'm not running as administrator, but I just tried that.
I don't even get to the error as VS is hanging while "Gathering suggestions - Waiting for the solution to fully load" when I press ctrl + .
After cancelling I didn't see the error, but it didn't work either.
Upon trying again I got an empty context menu
Ultimately, the error showed up again.
If something has a solution... Why do we have to worry about?. If it has no solution... For what reason do we have to worry about?
Help me to understand what I'm saying, and I'll explain it better to you

The only VM limitation for VS2019 I can find is this (which I find rather odd):
Visual Studio subscriber software may no longer be run on dedicated hosted cloud services offered by the following public
cloud providers as of October 1, 2019.
Alibaba, Amazon (including VMware Cloud on AWS), and Google
This change won't impact the use of existing software versions under licenses purchased before October 1, 2019, but will
impact licenses purchased on or after October 1, 2019. Use on Azure (multi-tenant or dedicated hosts) continues to be
permitted during the term of a Visual Studio subscription.

I have had pretty good luck with VS updates in the past but this is the worst one I can remember. Every time I paste text it "formats" it and I can't find where to disable that. It just started doing that after the update and it really annoys me. Another thing - every time I click "find in files" it takes five minutes or so. I have no idea why and this is very annoying also.
Curiously, I installed VS19 on two other machines and neither have these problems. They happen only on the one that was updated. I certainly hope a subsequent update repairs this nonsense.

Besides, I've developed in VM's before and it's really annoying that I have to switch between my desktop/VM or VM/other VM every time I need some other tool
It would take about a day every two months just to re-install my environment
Also, I don't have an Enterprise license
