Actually it's probably the one coming at you from the side that's most likely to do serious damage. But inattention generally results in accidents due to not stopping in time, or going straight on at corners, and that's going to impact people in front of the person not watching.
Coming back from the school run this morning, I noticed in the on coming traffic that a lot of people appeared to be texting or using phones rather than looking at the road. Okay, they were moving at the standard 0.1 mph, but still.

Seriously though, I think technology everywhere all the time is bad for everyone, but children particularly because that's when you're supposed to be learning what is normal, learning self control and developing a feel for the world, so they'll be much less good at self-regulating usage.
I played something like 10 hours of gaming over the weekend though and now I feel 'sufficiently sleep deprived to affect grades' and 'addicted' as well
I've basically disconnected as much as possible - after having been wired to the core for a decade.
No video games, no network connectivity at home, no cable/satelite tv, no smart phone, etc.
Somehow, I'm still always busy, and somehow, I absolutely do not miss those things (except when I am in a hurry and need a piece of information - like... oops, I need a "schedule A" form to finish my taxes).
I feel much more able to cope with the necessities of life for not wasting so much time with electronics. My kids are aware of what gaming is - via friends of course - but have different hobbies instead. They are fun in a different way, but allow my kids to excel in certain areas of life. I feel I'm a much better Dad as well, as I don't have to feel guilty about shooing away the kids so I can hit max level on that new MMORPG, or give complete concentration to the RTS. Instead, all my hobbies and freetime are spent with the kids. I am satisfied.
