I believe person who had the task to write code for asking for feedback when MS browser (IE or Edge) is closed was too optimistic. Instead of writing code for specific browser, they assumed default browser will be one of the two!
That doesn't say MS own Google, it's checking on your happiness with Chrome, and using that to determine if Edge is likely to be used instead. The more likely you are to recommend Chrome, the more they need to improve IE / Edge.
And boy, do they ever need to improve Edge ... still a pile of cat poo. Only thing it does nicely is read some ebooks.

What's up with all the clown car crap going on in the editor? Every time I move the cursor, the editor lights up like room full of freakin clown noses. There's so much going on that it's hugely distracting.

EDIT - I came back because I thought OP said 2019. 2017 never had these features for me, but 2019 does and has all kinds of popups. I think OP meant 2019??
I just downloaded and installed it EDIT #### (2019)#### and tried it out too.
It really is over the top.

It says, "Light Bulbs like this..." But that is a screwdriver. ???
And stuff is popping up all over the editor.
It has git comments and stuff that pop up in there.
Well, now to find how to turn this stuff off.
These features are the sign of someone who doesn't really understand VStudio who has read a list of features that devs want and has directed their addition.
For example, I've often wanted to know the diff on a file in studio when it tells me something has changed, but not like this. Let me just click a button to see it, don't pop it up every time I move the cursor.
Is that like a vegan thing? Never missing an opportunity to tell others...?
The reason we tell people is because if we don't, people will invite us over to dinner and give us meat and then they'll be all like "oh, I didn't know, but I wished you'd told me sooner!"
Now we tell people and just don't get invited over.
And carnivores share their meat eating stories all the time too (probably even more often then veggies), but no one notices because it's the default!
How often have you heard "I went out to dinner and had me a good steak!" or "BBQ tonight, I'd sure like me a juicy piece of meat!" or "Hell yeah, chicken wings!" or "You can wake me up for salami pizza!"
Yet when I say "I'm a vegetarian, so please get something I can eat as well..." I'm "that" guy
