The first two I thought of were:

22%: Stigmata (1999) - Rotten Tomatoes[^]

(Which unfortunately was 1999, so just missed the criteria)

and

35% : The Matrix Revolutions (2003) - Rotten Tomatoes[^]

I remember it was the cool opinion to hate Matrix 3, but I remember coming out of the cinema being blown away and exhilarated. I wasn't looking to catch the movie out so I could be cool, I just enjoyed it.
