It's there for me (although it's named Visual Studio Team Foundation Server).
I get a warning that my current project is controlled by a different source control plug-in, but I can still continue.
What version of VS are you using? I'm on 2019.
If you have an Azure DevOps account that has both Git and TFVC you will need Visual Studio 2015 Update 1 or later to view TFVC and Git repositories in team projects that include both types.
A serious suggestion here, Microsoft has deprecated TFVC and really wants you to use Git.
So perhaps you can migrate your current project to Git and be up-to-date and also have it work in VS?

I guess VSTS is Azure DevOps, but you were talking about Visual Studio.
Are you attempting to create a new project in DevOps using TFVC?

Just found an interesting question in SO. Some guy wants to apply Google tests to embedded STM32 program. To do this, they decided to write the STM32 HAL emulation (probably, to run such tests on a PC). Of course, after writing the whole HAL emulation (!!!) they have hundreds linker errors and want to know, how to fix them. But this is not a point.
The interesting thing is the idea to make HAL emulation for running Google tests. Isn't this crazy?
Finally, their hardware device will be part of some bigger thing. Like aircraft. After aircraft crash, they can say "But Google tests are OK!".
In my company, when somebody tries to talk about Google tests for embedded programs, or code analysis for embedded programs (kind of Coverity, no goto please!), or Agile hardware development, I brutally refuse to talk about this. Hope this will never happen.

They could write a meta-emulator which emulates the test environment for emulated HAL.

They can say that, but that won't change anything; Google does not guarantee anything, and no judge will honor the dismissal of responsibility.
If the crash was preventable, there's a possibility for criminal charges.

Talking of "two Thanksgivings ago": Anyone who is still unfamiliar with Arlo Guhrie. Alice's Restaurant[^] should spend the 18 minutes it takes to listen to this talking country tune!
The movie based on the tune is certainly a nice presentation of hippe life at the time of Woodstock, but it is not half as funny as the song. Watch it if come across it, but don't cross the continent to get hold of it.
