One clue is in the fact that windows encrypts the password information and stores it in an account that not even the computer's Administrator has access to.

Have you never wondered why the security sections of the system registry appear to be blank even if you log on as Administrator? There is information there, you just can't see it. And even if you could, it is encrypted.

Despite all the critisim that Microsoft have received over security they have actually gone to a lot of trouble to try and protect their user's information. They are not likely to allow it to be compromised by providing a nice .NET class to get at it.
