To retrieve emails from a third-party POP3 server into your Exchange server, you would need a POP3 connector. One comes with Windows Small Business Server. Officially it's not a supported scenario for a full Exchange Server installation, but third-party POP3 connectors are available.

Microsoft don't recommend it as the original envelope address information is lost, and typically filtering is done on the To: and Cc: addresses in the mail message itself. This can be different from the original SMTP RCPT TO command. The original envelope 'TO' information typically is written into the message, but the exact name and format of the header varies between POP3 servers. Some connectors support parsing these Originally-To headers.

In practice the best thing to do is to set up your external accounts to forward your email to your Exchange Server using SMTP. You will need to add the email addresses to the appropriate account in Active Directory, using the E-mail Addresses tab in Active Directory Users and Computers. We've been using this approach with our legacy e-mail provider for the last three years - when the domain came up for renewal I believe we were either going to transfer to using SMTP or to simply stop using these addresses.

You can also set up Outlook to access your POP3 servers directly and download the mail into your Exchange inbox, but you will need Outlook running to do this; the POP3 connector or SMTP forwarding approach means that mail will be automatically collected and visible through Outlook Web Access and/or mobile devices using Exchange ActiveSync even when Outlook itself is not running.
