Much like doing: dir *.txt If you are sending a popup message for server maintenance purposes, then the * should get to all the users authenticated by the server you're working on. (i think) There are some net send utilities out there that let you do more much easier than the command prompt. Why would you want to do this? Most 100Mbps NICs are auto-negotiate. That is, if the server or target machine only runs 10Mbps or your router or hub is only 10Mbps, then the NIC will only negotiate 10Mbps on the hardware abstraction layer with no intervention from the OS, let alone your program. The only thing that helps is to slow down the receiving/sending of data (to 10mbps). I think it's caused by that most of them is written in Delphi, whereas we wrote it in C++, and it's really difference...
