Thanks for starting an excellent thread.
I won't rehash the comments made by others, but the main points are
1. The articles are peer moderated
2. Almost all authors try and ensure their code works. If it doesn't then a quick comment at the bottom of the article helps them find and fix the problem, and alerts others who may come across the article that there are potential issues. Posting any work-arounds you find is doubly valuable
3. Providing good setup explanations is definitely extremely valuable. Can you suggest ways to encourage authors to do this? We have a template that most follow, but not all follow it. Maybe we need a checklist:
- Does the code compile and run?
- Are all setup instructions included?
- Are links to any other downloads correct?
- ...
I agree that there definitely are problem articles, which is expected in such a large collection, but which we have a good comment and rating system in place to help weed out. You've expressed dissatisfaction, but what other concrete and practical steps can be taken by the community to help lift overall quality, and/or flag poor articles?

Is there any interest in a class to read/write/do-other-stuff-to .aco files? These files (sometimes called color swatch files) are used to store color palettes for Adobe Photoshop, and are also used by some other web designer tools.

It's impossible to say; if you have an article in mind, or ready made, go ahead and publish and see what happens. I am fairly sure there are many CP members who look at articles but don't visit the forums, so publishing is always the best way to go.

I am missing something. How do we insert a code block in an article? I understand that we need the pre block but do we need to go through the code and remove all the special characters like the '>'?

Encode your characters so that they are valid HTML. A decent web editor will help you here.

Last time I used it, the on-line article editor had two modes (WYSIWYG and HTML), switchable through a <> widget. I suggest you paste your HTML-encoded code (which means < for < and similar for > and &) inside PRE tags while the editor is in HTML mode.
What I normally do is edit the article off-line, then paste it all in one go in the empty editor, again in HTML mode.

I have challenged myself to write an article, but I notice size of libs needed ~20Mbytes  , there any upload space for upload this stuff? or source control? anything else?
also I need to resize pictures? or you resize it? for respecting your site design!

20Mb? Yikes! Have you ensured it's a release-mode build, no intermediate files, and good compression?
We can handle large uploads on an individual basis and help with reducing size, and can also help with image resizing if you need it.

reality is 25M , it's a Java article all projects is just ~100Kbytes, but! you know Java is Jar Hell  , I don't use Maven for keep things simple, baah! I think.

I have a question regarding topics for articles. Is it okay to do what could be considered infograph or data analysis as articles? Also, if it is on the subject of development or related to the industry, is it okay to write humorous articles (not satirical, not rants, but not the most seriously either)? Or should I keep all of these to my blog to be launched?

BounceBall - XNA Farseer Magic[^]
This article shows five empty stars and "(0 votes)", however it has several "[My vote of 5]" messages attached, and the voting histogram shows 2 fours and 24 fives. Both in FF4 and Chr10. And IE7.
