Yes, that would be all good in an ideal world, where everybody who asks a question marks it as resolved when receiving a solution, or someone at least votes for it.
Now, many of those who ask don't care to mark it as resolved, and those who spend their time in Q&A answering questions don't have the time to check and upvote/downvote all of the other's members answers. You cannot count an answer as incorrect or correct if it hasn't been voted.
I am ok with and support your suggestion though, with the mention that only answers that have been up/downvoted should count to the final average.

Agree with your view. But We should encourage people those who ask Question to Mark solution as answered if it helps. OP should got some message when he post a question. it should say that don't forget to mark solution as answered. it will help others to identify answer.

In my opinion, this should go in bold in the "Ask a question" page, although I would doubt its effectiveness (most askers don't really give a s**t about CP or members who take their time to answer, they just want their solution and then bail away)

I don't think the results would be very accurate.
1. Many answers could be correct but will never be marked as answered.
2. Just because an answer was marked as accepted, does not mean it was correct.

I tagged an article:
VB.NET, C#, WindowsAdvanced, WinForm
It previews in the above order, but when I save and publish it it wants the tags to be in this order:
C#, WindowsAdvanced, VB.NET, WinForm
Is this normal?

I (partly) answered my own question Using Aes for file encryption[^].
When I added the answer, and then modified it, the answer was marked as accepted for some reason. So I thought that I have accidentally pushed the Accept and I rejected the answer. So far so good, but when I had a look at rep, I noticed that I had:
-25 Authority Answer Accepted (undo)
but no corresponding +25 
Not a big deal, but I didn't want to mark the answer as solved since I hope that someone still comments either the question or the answer.

I just realized I looked in the mail titled

not in
"CodeProject | Daily News - The Handpicked jQuery Plugins Repository".
In the Web Developer mail, the section looks like this:

Being able to see this negative trend is useful to know if there is a sporadic or regular negativity towards the user, and how much he/she as been nailed at a given time.
i.e. always being an @rse or just a recent singular event.
Can we have negative trends back (sure we had them previously) please.

It's such an arbitrary number though: what about articles with no downloads? Or those with lots and lots of downloadable files? I'm loathe to formalise a number that may provide the temptation for comparison.
