Yes and No. I don't think there is anything wrong with developing Windows 7 compatible applications.
If you have solid reasons and requirements for supporting Windows XP, then you have to do so, but time is running out for XP.

That's not true at all.. the government is just adopting Windows 7... and there's really very little hope for Windows 8 being adopted any time soon in that environment.

Not even... government is just starting to widely adopt Windows 7. It'll be a long time before that changes... they don't like change.

I work for a large hospital organisation (multiple hospitals across multiple countries).
They are just now moving from XP to Weven (Windows 7) - no plans to move to Weight (Windows 8).
- I would love to change the world, but they won’t give me the source code.
