Perhaps the site has been Maunderised/Maundered. I can see the CP TV icon, then my user name, rep total and the sign out button. Nuffin' else.

It's possible that you have no notifications - I have noticed that around this time of day email and such like notifications get very slow, so it may be that they just haven't noticed any responses to you yet (but mine now reads 11916 so it looks like it's working)

Is there a technical term to say if an array starts at index 0 (e.g. C/C++) or 1 (e.g. pascal) ?
Is it simply "0-based array" and "1 based array" ?

In high school(1983) on a PDP-11 the nerds go-getters used TECO. Everyone else was using EDT in line mode. 
In college on a VAX we used EDT in screen mode, I did when OpenVMS was paying the bills; and I still do on my hobbyist OpenVMS systems.
