If you add the CD Title before the Track ID, you would have all tracks grouped together and playing in the right order. If your current filename format is this "Track # - Track Title.mp3", you can easily use Bulk Rename Utility[^] to rearrange them.

You can directly format how you want the filename to be generated, as well as the folder structure.

Picard does the same thing. It also downloads ID3 info and images from the web to store in/with your songs if they are incomplete.

I'm using MP3Tag[^]
Except for the tagging it also support naming and renaming of folders and files using patterns and regular expressions.
In my very personal opinion the best tagger out there.
But it doesn't rip.
