I think your employer(I take it you mean your boss here) needs a serious talking to by the personnel department if they are looking to do this.
I would register my lack of ease with my boss and also have a chat with personnel if I were you, just so that you are doing things through the 'correct' channels.

I requested new version of visual studio last year in August with long list of benefits... Yes I still have to work on VS 2008...Company requested price from vendor in September which expired in November.... The approval process at the company is so long I think snail can walk half way around the Earth by the time I get new version ... Request goes from Me to manager to his senior manager to CIO for budget approval... once approved it came back all the way to manager and budget approval came back yesterday.. by this time quote has expired and now I have to wait couple of more months before I get new VS ....

Only $500? I just bought VS 2010 Pro less than two years ago. It would have been nice if VS 2010 had qualified for an upgrade to VS 2013. I am using the express editions just to see if there is something I absolutely can't live without. I am not looking at doing store apps so that's not a draw.

I was quoting the cost for a new version. There appear to be upgrade paths. This was page of Microsoft's discussing preliminary pricing. Even so, $500 is cheap for what is an amazing tool. And it's a business write-off, for pete's sake. How stingy can a company be, when they should be making hundreds of thousands of dollars off whatever product their developing, and I would hope a heck of a lot more. If it's for internal development, well, frankly, I'd be happy still using VS2008. The only reason I'm using VS 2012 is for the latest and greatest F#, and because I'm writing an e-book on F# and I should be using the latest tool, for the sake of the reader.

They still wouldn't buy it - for no other reason than nobody would make a friggin' decision.
I even did the calculation that if it saved me a minute a day it would pay for itself!
Because we have MSDN we get the latest and greatest MS products (although we're not using them yet) but anything that costs money is just too hard.

I guess you should go ahead and put in a request for Visual Studio 2018 now so you can get it in time.

Download the express editions and use them and then let your manager know he needs to get you the full versions for your projects to work fully.

If you don't use any plugins (ie ReSharper) and you do use TFS, the Express edition more or less offers everything you need!

How about getting a new version of Visual Studio and more money? If your company don't treat you well, you have the option to find one that does respect you. Most IT positions are in too high of demand to spend time with an employer that doesn't value you! Get a new gig, a pay raise, and the tools you need to do your work!
