I wouldn't say it was abusive but certainly he is reposting (which to be fair, is a form of abuse).
He also seems a little lost and clearly doesn't know how to use the site to the best effect - I usually give members like this a comment to explain how to update their question (unless someone else already has) and then report as Repost if they persist.

It was displayed as Reference in moderation queue and also had Reference tag at right. Currently it shows that This is an auto-saved draft copy of the new unpublished reference created by the submission wizard but when i reported it, it was fully accessible and the content was same as that of we reported earlier.

And the "conversation" I had with him in the board.
The removed paragraph was saying something like "I would like to teach that and I live in XXX, if you have interest I think we could start this winter".
He had said nothing about prices and nothing about a website.
What do you think? Would have it still be spam?
Another question is the quality and/or usefulness of that "article" for the community, but that is not to report the account, the other articles seem good.

I didn't think along these lines when I first read it. Now that I've read your comments I can also see where you are coming from though.
I've seen so many questions in QA along the lines of "how do I learn how to be an awesome coder" that I thought it was a response to that, or at least a discussion piece. A little bit like his article A Gallery of Useful Programming Books[^]
So personally, I don't think it's spam. But I agree he could have made it a bit clearer what his intention was.
