I want to know more why one article will keep in draft with status and got the information like "This Is An Unfinished Article "

Well, when I follow that link I'm taken to an article with no content in it at all. Are you sure that's the one you are talking about, because if it is, then it's definitely not finished.

You should not use requests like this; just post the completed article and it will get put on the queue and reviewed by other members. You will then get feedback before final acceptance.

Well, I guess Sean must have more hours in his day than the rest of us. Just check out the "Latest Articles" list to see how many get approved each day. And remember that does not include all the rejected ones.

The normal way to do this is to ask Sean if he could get a mentor to look at this. Keep the article in composing state and provide the link to Sean - he'll ask mentors to take a look.

In past (four times) I just posted here and Sean picked it up in his time...Do you think it wise to poke him?

It's the procedure that most people follow. That way you aren't asking Sean to do all the proofing - he can open it out to the mentors who can pick the article up as and when they are available.

During the contest we really wanted those articles to look tip top, and give you the best chance to compete in them, which is why I edited those entries for you. Typically when a regular article is submitted by an author the editing team does the best they can to edit it when they can.
Please feel free to submit your article for approval (or I can help you pick a section and make it live).

Once the comment receives a certain number of abusive/spam reports (I think 3 or 5) the comment (and corresponding vote if there is one ) is removed.

I've changed one over. This one, however, Stored Procedure Generator For SQL Server[^] is kind of the perfect tip. It illustrates a problem, then shows how to solve it step by step, without having to dig too far into the how / why the solution was made / what was learned along the way.
