I think he already know that. The bottom of the page shows explanation of symbols only. I think he is curious to know what CP staff mean by Rejected or Closed.

rejected == not accepted as a suggestion, and I try and provide an explanation as to why.
closed == the issue or discussion is no longer an open issue or discussion: either the issue's gone away or the discussion has been finalised.

I suggest you read the comments to the OP before the question is closed.
At one point the OP ... responding to comments ... writes:
What are you talking about? this is my first program that I am trying to write. I've only been studying C# for a few weeks and as it is mid term I can't speak with anyone in my class for guidance. I was only asking for some advice there's no need to berate me for being new to this area of study, I'm sure you were a beginner at some stage. Of course, one could take the position that it is the OP's responsibility that they waited until the mid-term to get started, and, further, that the question is of debatable appropriateness/value because it gives no evidence the OP has even started trying to write code.
But, since it's not quite Halloween yet in any corner of the globe, does the OP's whatever deserve being called a "horror" ?

A lot of people on code project make horrors for newbies not thinking they are new to Cp or even to programming.I have experienced something like that earlier and i had left Cp for months now also i am experiencing same

Pete, I really feel that this guy is more of a liability than an asset.
I get that there's a tendency to want to maintain quality here. To me, that's enshrined in the articles and tips. True that there are sometimes really dumb questions on QA. I'll often have a stab at getting the poster to improve the question and how, OG is especially good at this practice. I hope that I'm never perceived as rude, although (true Brit as I am) I am direct. SA is frequently rude and aggressive and, worse, he often doesn't fully read the question. He berated me recently for pointing out a C++ error in a posting that had both VB and C++ ridiculing me for using C syntax in a VB post.
A better home for him, IMO, is SO where the quality of the questions and answers is everything. There's no doubting his technical abilities, but his attitude sucks. CP is a much friendlier and more collaborative place than SO. I use both as a resource, but my "home" is here!

This is the bugs and suggestions forum. Where is the bug and/or what is the suggestion?
I think the appropriate response is to do what Pete did and handle it directly on the question instead of dragging it around the site.

imho, this forum is also meant for the discussion of "structural" issues that affect the quality and integrity of CodeProject as a whole. Of course, it is your prerogative to define what is appropriate here in your own terms by making the most literal possible interpretation of "bugs," and "suggestions."
When there is a regular pattern of repeated verbal abuse, and belittling, of relative newcomers to CodeProject many of whom struggle to express themselves in English ... not just by one person ... as I believe there is, then I think this is a valid topic for this forum.
I am a "realist" in the sense I do not believe this is "the best of all possible worlds," as Dr. Pangloss taught Candide, but I have faith that CodeProject as community can improve its "hospitality" without compromising technical rigor, and high-standards for QA and language forums.
By the way, I have great respect for your contributions to CodeProject !

That's fair. 
With regards to the person in question, I do believe he has good intentions. I know his personality comes off strong many times but I have also seen how much work he puts into helping others. Yes, many times he'll argue little things, like VB should not be used when it was clear the OP really is using VB.Net; but overall he does well. I myself have tried to correct his behavior in the past and it got no where. Many have tried, all have died.

I am not justifying the rude responses, but other sites aren't any better. Sites like Stack Overflow are far worse when it comes to treating inexperienced programmers looking for guidance. CP is pretty good really, and the only site that's better than CP in this regard would be the MSDN forums.

I think that every one should specify the reason for down voting the Answers of others, It should not be the case that anyone could come and just down vote others answers without being reasonable for it.
This has happened to me that i do not know for which reason my answer is being down voted and by whom(At least specify the reason.
So its a suggestion to have the reason to be specified compulsory by the person who is down voting the answers of other.

The issue here is that we then end up with the noise from "reasons I don't like your answer" outweighing the focus of the page, which is to get an answer to a question. Maybe someone downvotes your anwswer - but that doesn't mean others won't upvote it, or that the person posting the question themselves won't find your answer useful.

I understand your concern,but there should some way to get it on system. At least the person who posted the answer should be able to know that what is wrong with answer which is many times explained in comments but not all the time.
He will be always in dillema that what went wrong.

If it's not obvious why you have been downvoted, then chances are the person who did it is just playing the troll. Ignore it and move on, it doesn't hurt you.

I also think like that simply downvoting not commenting anything whether is a mistake or error we can clear it next time,we can learn.If there is nothing like that is simply spam making CP a difficult environment for teaching and learning programing which affects all of us

I know and i don't understand why code project is not working towards it, I see there are multiple queries raised to them in past and everywhere this is the answer.
down votes are to say that you are answer is not good, But who will tell that what is not good about it.
We are ready to accept the down vote but atleast that person should have enough knowledge to say that this wrong about your solution and this way you can work out or your soultion is not good because of this.. this.. reason.
I see code project has put that ability in articles that voting lower than 3 requires a reason.
But not for solutions, don't know why.
Its kind of annoying that what went wrong with your answer and many people may feel demotivate to work on code project again.
One more thing would i would bring up that down vote the way is built is not clear to all.
Means there are persons who votes and gives 2 star they felt that that solution is fine but not too good to mark as excellent. so they vote for 2 star in a positive angle but you get a negative number in your reputation.
Mark the answer as accepted if that worked for you  .
And for down-voters please specify the reason to improve the solution .
