Is it possible to become a protector to be able to lock some account/member in case of spamm posting?
Is it possible to delete question (reported as a 'spamm')?
I declare to protect this site from spammers (etc.). I want to be a protector! Seriously!

Protectors don't lock accounts.
They don't delete questions in the forums - only in QA.

It is probably the same I see on my Windows Phone 8. The side bars do not like to stay where they are supposed to be once you start zooming. It is especially bad on articles and QA posts where there are side bars on both sides.
I have learned to live with it...sort of

I've just spent pretty much 2 solid hours reporting and deleting spam - and the job isn't half done yet. These guys are organised, and they are generating it as fast as I can delete it.
I've given up on the report button - it takes too long - but just goto page, CTRL+END, Click delete button, confirm, close page is taking around 10 seconds (mostly page load).
Could we have a Protector Only button in the QA list which does the "report SPAM on question, all answers, comments, and all authors, then delete the whole damn lot of them" in one fell swoop? It would seriously save some time, and help us mitigate these flood attacks much, much better.
At present, I can't even see the non-spam in QA, let alone answer any of it!

Maybe protectors can have a delete button on the QA list, so no need to open the question at all. This button may do two thing in one click - report the author and delete the question...(maybe a popup confirmation in case you din't got your coffee yet)
