"...this reactivity is something you will have to work out in...": Very well observed! I'm working on it. Strange, this behaviour I developed here on CP, no idea why sometimes(?) comments here triggers me here that much. Maybe because I feel decried because I'm a low rep member....
But coming back to your subject:
In case the thrid member was a >100k member, it remains the same and the Trigger was not the low rep member.

I hate "On your face" ads in the website.But I really apreciate how the ads are being done in CP . Its a win-win for the site and members like me. I know site have a strict policy of what Kind of ads to be displayed.
My only suggestion or question is if there is a chance for some ads based on the country member has logged in.
For eg, Vodaphone or Nissan or trainings ads of Germany ( country I login from)instead of USA?

Ok, Let me rephrase it. I access CP most of the time from my Office network. So IP address or local location may change as we use Proxy .
So it would be a wonderful idea if there is a checkbox to indicate where you are located and ads from that area is given priority instead based on the IP address (proxy or not).

So it would be a wonderful idea if there is a checkbox to indicate where you are located and ads from that area is given priority instead based on the IP address (proxy or not).

Let me get this straight:
You're asking us to improve ad targeting so the ads shown to you are more relevant and make more sense to you?
You bring a tear to my eye and I could hug you. I would hug you if you'd stand still long enough.
We spend an inordinate amount of time trying to ensure our ads make sense and are relevant. We're actually battling an issue at the moment that's making it painful to target certain ads in certain spots (eg someone just wants to show their ads in a certain subsection). There's a super-easy solution for us, but it would remove our ability to show you a "I don't like this ad" button on ads from our remnant provider. I never want to take that away from you because we need to hear from you if the ads suck.
So: we may be able to do this. Geotargeting is mostly based on IP because no one seems to trust anyone when they say what country they are from. I'll see if we can override this, though.
[Update: I just checked, and unfortunately no, we can't override it. Doing so would open the way to abuse, and click and impression fraud is a Big Deal in the ad world, so our provider blocks us from tampering]

Let me ask in another way, CP has list of approved ad which it displays,Based on other memeber's observation, he gets localised ad from germany which I may get also when I login from home which I usually do not.
When I use CP from my office network and mostly I am online all the time, the IP adresses is proxied either from UK or USA. So is there a way if I can set the location as Germany so that Ads from germany are having a priority over other ads. If there is nothing else to display then routine ads will take over.
Just asking .. If not I understand

Unfortunately no.
We use DART as our backend ad server and it's locked down. It simply will not let us tell it where a member is from because it can directly affect the money side of things.
Say a site uses DART and they have two advertisers: one paying a $1 to show ads in Germany, and $10 to show ads in the US. The site owner has lots of German viewers so gets mostly $1. The site owner wants a new BMW and so starts telling DART that all its users are actually in the US. He now gets $10. The advertisers now start seeing lots of German customers for their US-only product and get cranky.
DART bypasses the whole discussion by saying "I'll tell you where your users are because I know best".

You could probably access CP from within a VM that has a VPN or Proxy running where such VPN or Proxy is using a server that is colocated in Germany.
In fact, it sounds like your company is large enough that it may already have VPNs or Proxies that are colocated in Germany.

I am experiencing troubles to get to my account setting page : the page will not load, or will load without formatting. All other parts of the site seem to react normally.

OK, someone mentioned "https" (but the answer got deleted), and it seems to be what does not work. Since I already had some troubles with certificates, it could be related.
Anyway, I managed to modify what I wanted despite the slow connection and the vintage look & feel of a webpage without CSS.

Hello CP
It would be great to be able to upload and link to SVG files for decent vector imaging. I recently tried adding some SVG UML diagrams to an article but had to drop back to making (highly unsatisfactory) JPEGs first.
