That used to be the case, but now it isn't anymore. I recently did some testing on spammer accounts where I gave the 10th report, and they got always removed, regardless of what reason I chose.
The quick red ProgramFOX jumps right over the Lazy<Dog>.

Google searches are pretty revealing. That first item that shows up on a search is likely the original source, regardless of what timestamp someone adds. I'm also talking with the author, so we'll know for sure soon enough.

That might be the original source of the first post at the top of the list[^] which OG posted, but it's not the source of the article[^] he linked to. 
I think the problem the OG was reporting is that this post[^] on blogspot has ripped-off this CodeProject article[^]. The CodeProject article doesn't appear to have been plagiarised.
A Google search for the article title turns up a previous version[^] posted by the same author. Everything else seems to be links to either the CodeProject or C# Corner version of the article.
EDIT: Fixed the link to the offending blogspot post.

It's a clear copy and paste job - even the images are the same!
And given that teh same guy has just come up in discussions in the lounge[^] I suspect a closer look at his significant collection of articles is in order...

To be honest, I picked one of his latest article after the post in the lounge...After finding that the random pick gave me a copy-paste-job I just got frustrated of the thought that I have to go and check all his works (over 60 articles and tips)...

Are you sure that its plagiarism? I looked into both the articles, the images are not really same. Both articles describe the same but OP has used different example and the use case diagram is actually from his code.
Alos He has given the reference of the msdn site, which he looked into

See my reply to OrginalGriff, I am not 100% sure if its really copy and paste.
Both mention a similar feature of the Visual studio but his article is little bit more descriptive and used his own example.
His diagram generation is from his code only.
He also refered to MSDN page

I agree with super - this doesn't look like the same article to me.
The images are similar, because they're using the same tools, but they're not identical, and I can't see any text that's obviously been lifted from the WordPress blog.
Maybe I'm missing something - can you point to an example of something from the article you think is copied from the source?

While you are correct that it links to his own site, if you follow the link it gives a suggested solution to the problem. So, not spam.
