Well, the article is about a topic that targets that particular demographic, so I would say it is fine.
The Farsi date/time system is rather convoluted, and for anyone wanting to use that system in software (like Persians) need a special library as most (if not all) languages/frameworks don't have anything for it, and the ones that do usually don't do things the right way, leading to all sorts of headaches.
I see this with a lot of things, sadly. Addresses, Date/Time systems, Communication-related things (Phone Numbers, Emails, etc) and so on.
What do you get when you cross a joke with a rhetorical question?

There's currently a tip/trick in moderation that simply copies a stored procedure from an answer on Stackoverflow. He does reference that answer but adds absolutely nothing to it. Is that okay?

What did he add to it that helps others? Or was he just trying to get rep points / publications?
If I copy the code from one of your articles and reference where I got it from it does that make it fair?
If he was new here, then that's one thing - but the official line on plagiarism is "go forth and multiply"[^]

No it's not OK. You can quote or use portions of other's work, but it can't make up the bulk of your submission. In doing so you're simply posting someone else's work.
